New York —
The Permanent Mission of the Kingdom of Saudi Arabia to the United Nations said in a message to the Security Council that legitimate military action was taken on Thursday Aug. 9 when Houthi leaders were targeted in Saada governorate.

Saudi Arabia’s Permanent Representative to the UN Ambassador Abdullah Al-Mouallimi said in his message to President of Security Council Karen Pierce and UN Secretary General Antonio Guterres that the targeted Houthi leaders were responsible for recruiting and training young children and sending them to battlefields.

The military action also targeted one of the most prominent weapons trainers and a sniper trainer. The military action was conducted in conformity with the international humanitarian law and its customary rules, the message said.

Mouallimi said the Coalition to Support Legitimacy in Yemen has referred this incident to the Joint Incidents Assessment Team (JIAT) for investigation and to conduct their assessment of the procedures and conditions of the said operation.

JIAT has been requested to announce the results expeditiously.

JIAT will soon be completing their investigation into this incident and release its findings.

Mouallimi requested that the Security Council be briefed on the statement issued by the Coalition regarding the legitimate military targets in Saada and the statement for JIAT investigation into the incident.

He said the Kingdom notes with regret the Security Council’s inaction in the face of blatant violations of its resolutions, in particular the arms embargoes established pursuant to Resolutions 2216 and 2231, allowing Iran to provide large and growing stockpiles of ballistic missiles, drones and sea mines to the Houthi terrorist militias.

He said the Houthis have been continuously using these illegally obtained weapons to threaten the regional stability of the Middle East and maritime navigation in the Red Sea and the Bab Al-Mandeb Strait.

Mouallimi called for the full implementation of all relevant Security Council resolutions in order to prevent the smuggling of additional weapons to the Houthis and to hold violators of the arms embargo accountable.

He requested that his letter be circulated as an official document of the Security Council and a copy of which will be forwarded to the UN Secretary General.
