The study was evolved on the basis of extensive preliminary studies and research and field surveys, following a methodology based on evidence-based policies to raise the market efficiency.

The ministry revealed that the strategy was developed in a participatory methodology that focused on bringing about radical reforms in both public and private sectors in the labor market.

These also include packages of initiatives whose scope was based on increasing the rate of economic participation, raising skills and productivity, improving market efficiency and these are in consistent with the Vision Realization Programs and the goals of Vision 2030.
