EXPRO unveils guidebook for preparing consultancy service RFPs

RIYADH — The Expenditure and Project Efficiency Authority (EXPRO) has unveiled a comprehensive guidebook tailored for both government entities and private sector service providers.

This manual provides valuable insights into the intricate process of crafting tenders for consultancy services. The announcement coincided with EXPRO's active participation in the Procurement and Supply Chain Conference held in Riyadh, Saudi Arabia.

Representing a significant advancement in elevating the quality and reliability of the tender preparation process, the guide empowers government entities to secure the most competitive and advantageous bids, particularly amid the rising demand for consultancy services.

Beyond fortifying adherence to government Tenders and Procurement Law, the guidebook also enhances the efficiency and quality of consultancy service tender documents. It plays a crucial role in mitigating competition challenges within the sector and streamlining government expenditure.

As per the guidebook, consultancy services encompass professional or advisory services, including but not limited to conducting studies and research, developing specifications, planning, designing, and overseeing implementation. These services align with those provided by professionals such as accountants and lawyers.

The guidebook provides comprehensive instructions and guidelines for preparing consultancy service RFP documents across various fields, including financial, social, administrative, and economic studies. It also delves into management consultancy services, covering areas such as strategy development, program and initiative design, project management, operational model creation, and enhancements in financial, accounting, procurement, and human resources operations and services.

Additionally, the guide includes instructions and guidelines for preparing RFP documents for supervision services, spanning construction, supply, or execution contracts. It extends to information and data services, involving tasks like collecting data from information systems, data classification, aerial photography, surveying, statistical data processing, and services related to information and data recording and archiving.
