US, Ukraine reach maritime and energy agreements during expert-level talks in Riyadh

RIYADH —
The United States and Ukraine concluded three days of expert-level discussions in Riyadh on Tuesday, reaching a series of technical agreements aimed at de-escalating conflict and paving the way for a lasting peace.

The talks, held from March 23 to 25 in the Saudi capital, followed presidential-level discussions between U.S. President Donald J. Trump and Ukrainian President Volodymyr Zelenskyy. They were facilitated by the U.S. and hosted by Saudi Arabia.

As part of the outcomes, the two sides agreed to ensure safe navigation in the Black Sea, eliminate the use of force in the maritime zone, and prevent commercial vessels from being used for military purposes.

They also pledged to pursue the exchange of prisoners of war, the release of civilian detainees, and the return of forcibly transferred Ukrainian children.

In a significant step toward reducing attacks on infrastructure, the delegations committed to implementing a ban on strikes targeting energy facilities in both Russia and Ukraine, as previously agreed upon by Trump and Zelenskyy.

Both nations welcomed the support of third countries in facilitating the implementation of the maritime and energy agreements, and reaffirmed their commitment to working toward a durable and lasting peace.

The U.S. reiterated President Trump’s call for an immediate end to hostilities between Russia and Ukraine as a necessary foundation for a comprehensive peace settlement. Washington also pledged to continue mediating negotiations between the two sides.

The U.S. government expressed its appreciation to Saudi Crown Prince Mohammed bin Salman for his leadership and hospitality in hosting the talks, recognizing the Kingdom’s role in advancing diplomatic efforts toward peace.
