https://saudigazette.com.sa/article/665911/saudi-arabia/saudi-arabias-first-robot-assisted-breast-reconstruction-surgery-successful

RIYADH — The Ministry of Interior’s Medical Services, represented by Security Forces Hospital in Riyadh, has successfully performed the first breast reconstruction surgery of its kind in the Kingdom using robotic surgical technology. The procedure was performed on a 43-year-old woman who had previously undergone a nipple- and skin-sparing mastectomy following a breast cancer diagnosis. The procedure was carried out by a specialized medical team using robotic-assisted breast reconstruction techniques. The surgery involved harvesting skin and fatty tissue from the abdominal area and transferring them to the chest using microsurgical techniques. This highly delicate procedure is traditionally performed through conventional surgical methods and requires a specialized medical team and meticulous planning. The robotic technology used in the procedure offers the advantage of preserving the integrity of the abdominal wall through a minimally invasive approach involving very small incisions. This helps reduce the risk of complications associated with conventional surgery, particularly hernias and abdominal bulging, while enhancing surgical precision. Breast reconstruction procedures hold significant medical and psychological importance for women who have undergone mastectomies due to cancer. These procedures play a vital role in improving quality of life, promoting psychological well-being, and restoring self-confidence, ultimately contributing positively to patients’ overall health. This achievement reflects the advancement in the adoption and application of modern surgical technologies. It also represents a continuation of the Ministry of Interior’s Medical Services’ efforts to embrace the latest medical and surgical innovations, advance specialized healthcare services, and enhance the efficiency and quality of care provided to beneficiaries.

RIYADH — The Organization of the Petroleum Exporting Countries and its allies (OPEC+) agreed to keep their oil output level unchanged for the third consecutive month in December. Seven OPEC+ members — Saudi Arabia, Russia, Iraq, Kuwait, Algeria, Kazakhstan and Oman — made the decision in an online meeting on Sunday, OPEC said in a statement. The meeting reviewed global market conditions and outlook. The seven countries reiterated their collective commitment to achieve full conformity with the Declaration of Cooperation. The OPEC+ countries confirmed expectations that more policy adjustments will not occur until next year, as the group continues to struggle with export disruptions from the US-Iran war. "The seven participating countries decided to maintain September 2026 required production for December 2026," the statement noted. In September, the OPEC+ countries decided to maintain the production levels for October 2026 that were set for September 2026. In August, the seven countries had agreed to increase oil production by 188,000 barrels per day (bpd) for September. The seven OPEC+ countries will continue to hold monthly meetings to review market conditions. The next meeting will be held on November 29, 2026.

MANAMA — Saudi Deputy Foreign Minister Waleed Al-Khereiji reaffirmed the Kingdom's commitment to regional security and diplomatic solutions to ongoing conflicts, condemning continued Houthi attacks against Saudi Arabia and Yemen during the 22nd Manama Dialogue conference in Bahrain.Speaking at a session titled "The Consequences of Transformative Regional Conflict," Al-Khereiji stressed the urgent need to contain crises and strengthen regional security and stability amid expanding conflicts and worsening humanitarian suffering. He warned of the consequences of regional instability for maritime security, energy supplies and the global economy, emphasizing the importance of protecting countries and their populations while pursuing political settlements that address the root causes of conflicts and prevent their recurrence.Al-Khereiji said Saudi Arabia's foreign policy is based on the firm conviction that its national security is closely linked to the stability of its regional surroundings and that sustainable peace is essential for development and prosperity. He explained that the Kingdom is strengthening its capabilities to protect its security and sovereignty in accordance with international law while intensifying diplomatic efforts to resolve crises based on respect for state sovereignty, good neighborly relations and noninterference in internal affairs."Saudi Arabia continues its diplomatic efforts, in coordination with brotherly nations and partners, to reduce escalation and resolve differences through peaceful means in a way that preserves the region's security and stability," he said.Addressing developments in Yemen, Al-Khereiji reaffirmed Saudi Arabia's continued support for the internationally recognized Yemeni government and efforts to reach a comprehensive political settlement that preserves Yemen's unity and security. He condemned the continued escalation by the Houthi militia against Yemen and its people, as well as against Saudi Arabia, particularly attacks targeting civilian facilities and threats to maritime navigation.Al-Khereiji said the Houthis were seeking to undermine de-escalation efforts and diplomatic initiatives aimed at reaching a political settlement to the Yemeni crisis, while expanding the conflict and obstructing opportunities to restore regional security and stability. He also highlighted the importance of strengthening countries' resilience in the face of regional crises. In this context, he said Saudi Arabia is developing its defense capabilities, protecting critical infrastructure and vital facilities, enhancing cybersecurity and ensuring the continuity of essential services. These efforts are accompanied by closer coordination among Gulf countries and the expansion of the Kingdom's defense partnerships, he added.Concluding his remarks, Al-Khereiji reaffirmed that Saudi Arabia, under the directives of its leadership, continues to work with regional and international partners to establish a regional security framework based on stable states and just political settlements. He emphasized that these efforts aim to safeguard the right of the region's peoples to security, development and prosperity.

TURAIF — Saudi Arabia's first wind turbine for electricity generation was inaugurated by Saudi Aramco in January 2017 in Turaif, a governorate in the Northern Borders Region. The project marked an early step in the Kingdom's use of wind energy to generate electricity, with the turbine installed to supply power to Aramco's petroleum products distribution facility.Saudi Aramco evaluated four potential locations before selecting Turaif for the project. The governorate was chosen for its favorable wind resources, ease of access and availability of connections to the electricity grid, making it suitable for wind-powered electricity generation. The turbine has a maximum generation capacity of 2.75 megawatts. At the time of its inauguration, Aramco estimated that its electricity output would be sufficient to meet the needs of approximately 250 homes. The company also projected that the turbine could save the equivalent of around 19,000 barrels of oil annually by reducing reliance on conventional energy sources. The turbine stands on an 85-meter tower, with a rotor diameter of 120 meters. At their highest point, the blade tips reach approximately 145 meters above ground level. The turbine was also designed with protective specifications suited to the harsh conditions of the desert environment. The turbine was connected to the electricity distribution network serving Aramco's petroleum products distribution facility in Turaif.According to the company, the project was designed to cover the facility's entire electricity demand, with any surplus electricity supplied to the main power grid.

Existing applications will be subject to the revised threshold beginning with payments for May 2028.HRDF confirmed that it will continue subsidizing up to 50% of eligible Saudi employees' monthly salaries, with a maximum contribution of SR3,000 per month, subject to the program's approved terms and conditions. The fund said the changes are intended to strengthen the competitiveness of Saudi workers, improve job quality and sustainability, and encourage private sector establishments to recruit Saudi talent. The Employment Support Program helps private sector employers hire Saudi men and women by covering part of their salaries, supporting job creation and employment stability.HRDF said the adjustments reflect its continued efforts to enhance the participation of Saudi nationals in the labor market and support the Kingdom's economic development objectives.

RIYADH — Saudi Arabia has introduced additional precautionary measures to limit the risks associated with the Ebola virus outbreak, including suspending travel by Saudi citizens to Kenya, halting the issuance of all types of visas to travelers from the country and banning their entry into the Kingdom. The measures, adopted following an assessment of the epidemiological situation by the relevant health authorities, also prohibit entry by travelers arriving through third countries who have stayed in Kenya or other countries affected by Ebola outbreaks during the 21 days preceding their arrival in Saudi Arabia. The new restrictions build on preventive measures first introduced by the Kingdom in July 2019 and strengthened in May 2026 for travelers arriving from countries facing Ebola outbreak risks.Saudi authorities said the measures reflect a proactive approach based on continuous health risk monitoring and assessment, alongside coordination with relevant domestic and international authorities to protect citizens, residents and visitors. In June 2026, Saudi Arabia suspended travel by its citizens to the Democratic Republic of the Congo, Uganda and South Sudan, as well as arrivals from those countries. The Kingdom also strengthened precautionary measures for travelers arriving from countries neighboring Ebola-affected areas, including screening at entry points, epidemiological investigations and early health response mechanisms. The Saudi Public Health Authority (Weqaya) reassured the public that the Kingdom's health situation remains stable and is subject to close and continuous monitoring.Weqaya said it continues to track epidemiological developments regionally and internationally in coordination with relevant authorities inside and outside Saudi Arabia. The authority emphasized that additional preventive measures would be taken as necessary in response to changes in the epidemiological situation, ensuring the Kingdom's health preparedness and protecting public health and safety.

RIYADH — Saudi Arabia's Zakat, Tax and Customs Authority (ZATCA) has thwarted an attempt to smuggle 43,371 amphetamine pills into the Kingdom through the Al-Haditha border crossing. The narcotic pills were discovered concealed in the luggage of two passengers arriving in Saudi Arabia aboard a bus.ZATCA spokesperson Hamoud Al-Harbi said the shipment was intercepted after the bus underwent routine customs procedures, including inspections using security technologies and trained detection animals. The inspection revealed the concealed pills in the passengers' luggage.Al-Harbi reaffirmed the authority's commitment to tightening customs controls over imports and exports at all Saudi border crossings and preventing attempts to smuggle narcotics and other prohibited substances into the Kingdom. He said these efforts form part of ZATCA's strategy to strengthen security and protect society, in coordination with the Ministry of Interior and the General Directorate of Narcotics Control. The authority also urged the public to contribute to combating smuggling by reporting suspected activities through its designated security hotline at 1910 or the international number +966 1910.ZATCA said reports involving smuggling crimes and violations of the Unified Customs Law are handled with strict confidentiality, with financial rewards offered to informants whose information proves accurate.

Each twin had two lower limbs. The medical team included specialists in anesthesia, pediatric surgery, pediatric neurosurgery, urology and plastic surgery. The twins arrived in Saudi Arabia on January 27, 2026, and underwent extensive medical examinations and assessments to determine the feasibility of separation and develop a surgical plan. The medical team also held several specialized meetings to evaluate their condition and prepare for the complex procedure. As part of the preparations, the twins underwent a skin expansion procedure over several months to provide sufficient tissue for the separation surgery. Before the operation, Al-Rabeeah had estimated its chances of success at 70%, reflecting the complexity of the twins' shared anatomy. He said the successful procedure represents another milestone for the Saudi Conjoined Twins Program, which has evaluated 160 cases from 29 countries across five continents since its establishment in 1990.The operation was carried out under the directives of Custodian of the Two Holy Mosques King Salman and Crown Prince and Prime Minister Mohammed bin Salman.Al-Rabeeah expressed his appreciation to the Saudi leadership for its continued support of the program, which has enabled medical teams to provide specialized care and improve the quality of life of children from around the world. The twins' mother expressed her gratitude to Saudi Arabia and the medical team for the healthcare and efforts that contributed to the successful separation.

https://saudigazette.com.sa/article/665838/saudi-arabia/commercial-transactions-law-strengthens-contractual-stability-safeguards-commercial-practices

RIYADH —The Commercial Transactions Law keeps pace with developments in the commercial and investment environment through its comprehensive scope and consistency with laws that promote contractual stability and enforceability and protect the interests of parties to commercial transactions. It complements the Civil Transactions Law. The Commercial Transactions Law stipulates that the provisions of the Civil Transactions Law apply to cases not expressly addressed by the former when no commercial custom or practice exists, making the Civil Transactions Law a supplementary source for filling legislative gaps in the commercial environment. In establishing certain provisions, the law also relies on general rules codified in the Civil Transactions Law to address matters for which no specific commercial provisions exist. The Commercial Transactions Law, which governs commercial transactions, draws on the terminology and theoretical framework set out in the draft Civil Transactions Law to ensure consistency and harmony between the two laws. The Commercial Transactions Law also addresses commercial contracts and commercial agencies, which had not previously been governed by detailed legislation. It establishes clear procedures and rules for commercial contracts and agencies to promote transparency and fairness in commercial dealings and protect the rights of contracting parties. These matters are covered by approximately 69 of the law's 271 articles. The law sets out the rules and requirements governing commercial sales, supply contracts, commercial agencies, and brokerage, addressing the obligations of all parties and the consequences of breaching agreed terms.

RIYADH —The National Program for Developing Group Housing for Individuals has stressed the importance of establishments with fewer than 250 targeted employees regularizing their worker accommodation and meeting all regulatory requirements ahead of the final phase of mandatory implementation, which begins on February 1, 2027. The program, chaired by the Ministry of Municipalities and Housing, regulates worker accommodations across Saudi Arabia to ensure health, safety, and quality-of-life standards. The measure includes complying with the applicable regulations and providing licensed group housing, as part of efforts to regulate worker accommodation and improve the quality of the residential environment in the cities across Saudi Arabia. The program clarified that the remaining period before the requirement takes effect constitutes a grace period, allowing establishments sufficient time to complete the necessary procedures. The program reaffirmed its commitment to supporting establishments and helping them regularize their status through approved regulatory channels, ensuring compliance and readiness for implementation. It explained that establishments can regularize their worker accommodation through one of two approved options. The first is to obtain a shared accommodation license for the establishment’s building through approved licensing platforms, after meeting the prescribed health, technical, and safety requirements. The second is to enter into contracts with pre-licensed shared accommodation units, enabling establishments to provide regulated housing for their employees without having to operate their own residential facilities. The program underscored the importance of completing licensing procedures or contracting with licensed accommodation providers without delay and within the grace period. It noted that compliance with the approved options would help regulate worker accommodation, strengthen adherence to health, technical, and safety standards, and curb the unauthorized use of residential buildings. The program explained that regulating shared accommodation aims to provide suitable living conditions that meet health and safety standards, enhance quality of life, and improve the urban landscape, while striking a balance between enabling establishments to carry out their activities and ensuring compliance with the regulations governing worker accommodation. The program urged eligible establishments to make full use of the grace period by completing the required procedures through approved platforms or selecting licensed accommodation units to avoid potential legal consequences for non-compliance, in accordance with the approved regulations and guidelines. It is worthy to note that several ministries and government agencies have membership in the National Program for Developing Group Housing for Individuals, headed by the Ministry of Municipalities and Housing.

The country referred to is Ethiopia. The ministry clarified that the measure was limited to a small number of stalled contracts due to challenges faced by certain overseas labor recruitment agencies, which affected their ability to fulfill their contractual obligations to licensed recruitment companies in the Kingdom. It explained that the cancellations were intended to protect beneficiaries' rights and safeguard the quality and reliability of recruitment services by addressing delays and mitigating their impact on the completion of recruitment procedures. The ministry reaffirmed that recruitment services for domestic workers remain available through the Musaned platform at the previously specified and approved costs. It stressed that the measures taken are unrelated to any changes in recruitment fees.

RIYADH —The Commercial Transactions Law, approved by the Council of Ministers on Oct. 27, establishes a comprehensive legislative framework that, for the first time, consolidates the provisions governing commercial sales, supply sales, commercial agencies, and brokerage into a single document. Abdulrahman Al-Hussein, spokesperson of the Ministry of Commerce, explained that the law introduces key updates in three main areas. First, it permits minors aged 15 and above to engage in commercial activities with the authorization of their guardian or custodian, or the court. Second, it safeguards fair competition among merchants, granting those who suffer harm the right to approach a court to seek an end to the harmful practices and claim compensation. Third, it regulates accounting records and ensures their proper maintenance, while exempting certain categories of merchants from the obligation to maintain such records.Al-Hussein pointed out that the law will enter into force 180 days after its publication in the official gazette. Upon implementation, it will replace three existing regulations: the Commercial Law, the Commercial Papers Law, and the Commercial Books Law.
