Jeddah — Anyone found throwing away leftover bread will face penalties, including a fine. This has resulted in a flourishing black market for leftover bread which is used as fodder for livestock. Wheat flour for producing bread is highly subsidized in the Kingdom. Even though the Kingdom has the highest per capita bread consumption in the world, the price of bread is among the lowest. There has been no change in price of bread for the last 30 years.
