DURING a talk with the Minister of Civil Service on «Althamina» TV show, the minister said: «The productivity of Saudi employees in the government sector does not exceed one hour of work in one day, according to one recent study.” The question here that I wish had been raised: which sector has this study has been applied to? There are military and civilian, and dozens of businesses here, or is it a comprehensive public study? Another question is why the continued weakness of typical government employee›s performance, and his productivity is poorly measured in hours, is not here to blame the government apparatus itself?! It means that the state loses the rest of the hours of work. We›re talking here about seven hours of work on the premise of eight official working hours or six hours, depending on the sector and place. This means that the waste is very high when the person is not working — is the salary only for 20 or 21 actual hours of work a month? I still say that the minister should have explained the study, because it needs a statement and an explanation, and it appears as if the government employee with this number, “one hour a day», does not work or produce and this seems to me exaggerated. We have many government business where employees and staff work for hours. Also I do not know why we blame the employee here; where it became the goal of the job seeker at the government and as mentioned by His Excellency the Minister: «210,000 people working in the private sector and are willing to accept less salary for a government job.» Is this considered an advantage for government jobs, or is government work seen as less work and more comfortable, regardless of the evaluation and reduced accountability in productivity? We need to re-assess government actions in order to find productive employees, and, more importantly, in restructuring work with clearly defined objectives, training and follow-ups to perform with the most efficient effort. Are the managers of those employees covered by the study? We do not need employment just for the heck of employment. The government will not solve unemployment without self-employment in the private sector, a fertile environment for them. The solution is to strengthen this work and for government jobs not to be seen as safe and easy route. There must be a total restructuring process to take advantage of each and every employee’s working hours. The private sector is suffering from government jobs that are seen as the safest career with minimal accountability.
